Some weapons are dominant in both modes, some only in one, and a few — like the M7 — refuse to leave the top slot no matter what the devs do.

Havoc Weapon Tier List
Havoc is the extraction mode — longer matches, higher stakes, and an economy that rewards reliable weapons you can actually afford to lose. In Havoc, consistency beats peak DPS, and weapons with good availability and manageable recoil dominate the top tiers.

If you are losing gear often early in your Havoc career, start with the QJB201 at ~60K and the CAR-15 as your sidearm. The loss economy matters more than the DPS gap at low economy levels.
All-Out Warfare Weapon Tier List
All-Out Warfare is pure PvP — faster TTK expectations, different pacing, and a much stronger premium for weapons that win the first shot. Here, the meta shifts slightly: SMGs rise, shotguns become viable, and the assault-rifle hierarchy tightens.

Do not bring the M870 to an open map like open-field rotations. It is a specialist tool — bring it when you know the fight will be within 15 meters, not as a default loadout.
Why These Weapons? The Meta Logic
The M7 problem
The M7 is the only weapon that is T0 in both modes, and it has been since early access. The reason is simple: it has no bad range, no bad situation, and no major weakness. It does not have the highest DPS, the fastest TTK, or the largest magazine — but it is good enough at everything that it is almost never the wrong pick. Until the devs nerf its consistency, it will stay at the top.
AKM and MK47: the Havoc duopoly
These two sit just below the M7 in Havoc because they both reward skill more than the M7 does. The AKM hits harder per bullet but kicks harder — you need to commit to controlled bursts. The MK47 is even more demanding: its burst fire punishes panic-spraying, but in the hands of a precise player it deletes enemies faster than anything else in its class.
SMGs: MP7 and P90
SMGs rise in All-Out Warfare because the mode's pacing favors close-quarters fights. The MP7 is the Havoc SMG of choice because it also performs respectably at mid-range when you get caught out. The P90 is pure close-quarters dominance, with a magazine that lets you fight through multiple enemies without reloading.
Budget vs. meta
Some of the most important weapons in the game are not the most expensive. The CAR-15 is cheap and T1 in both modes. The QJB201 can cost as little as 60K and still hang with premium rifles. - Rising: P90 — recent QoL buffs have made it the best close-quarters option in All-Out Warfare.
- Rising: QJB201 — as the Havoc economy gets tighter, budget LMGs become more attractive.
- Falling: AKS74 — every relevant stat is outclassed by the AKM and M7.
- Stable: M7 — the one constant in every patch. Do not expect it to drop any time soon.
Pick the M7 if you want one weapon for both modes. Pick the AKM or MK47 if you want Havoc dominance. Pick the P90 or AK-12 for All-Out Warfare. Pick the QJB201 or CAR-15 when your wallet is thin.
